You need to cancel those orders with the reason "there was an issue with the buyer's shipping address", or you will be penalized for late shipments.
There's nothing to be amazed about. Most buyers who give a bad address do so on purpose for one reason or another. Sometimes it's because they've had an account banned before and are afraid to give their real address to eBay again. Sometimes it's because the buyer isn't able to "confirm" the address they want the order shipped to, so they message you the address after checkout. Sometimes it's buyers who are using forwarding companies, where the "apt #" is actually their virtual mailbox # at the forwarding company.
Either way, it violates both eBay and Paypal terms of service if you ship orders to ANY address other than the exact address given by the buyer at checkout. By shipping to an address other than the address on the sales record you disqualify yourself for both eBay and Paypal seller protection. You need to cancel those orders and tell the buyer to reorder with their proper shipping address. If they don't reorder they were probably trying to deceive you in some way.
