Can't Buy On New Account?

Has anyone received this message on a brand new account? Trying to use buy it now on some cheap auctions to gain feedback and this pops up....also won't let me bid. However, I have a selling limit of 1000/25000.

yes it happened to me before. it seems your account is new and you bought more then 10 items in few hours.just wait 2 days and continue buying

I actually only bought 2 items and then got that message...

And make sure you pay for the items being won...

So I just checked ebay again and saw that it says the payments were not successful....paypal charge never went through and the card wasn't charged. These were buy it now auctions as well, so I'm not sure what the problem is. My paypal account says to "confirm card to increase spending limit", so I'm assuming that's the issue...

ive seen this issue with very young accounts when bidding , not buy it now on so much.

Total of the items might be a problem.

Is there an attached verified and confirmed PayPal?
