does this getting limited when selling a decent about of items apply to legit accounts ?
Yes - of course.
Stealth accounts (if made professionally) are no different to a usual account, that is the basic premise. Otherwise all stealth accounts would stand out like a sore thumb.
I don't think becoming a shop would raise any red flags. Here is what will trigger a review of your new account:
1. Spikes in sales. If you sell 500$ this month and 3000$ the next month, Ebay will want to verify your identity. (That happend with me)
2. Vero items, stay away from these and never touch them. Vero items are the deadly bullet that will mess up your account so badly (I learned that the hard way).
3.Suspicious account activity (always logging in from a browser that has no cookies, using a different IP every time you visit Ebay...etc).
4. Buying cheap stuff to get buyer feedback (Seems like Ebay does not like that).
5. Being identical to a suspended account (using item descriptions that were used before, same pictures...etc).
