Hard verification of Ebay

Hi, everyone! My first post here, I'm a novice who just finished reading eBay Stealth 2~3 times...

I'd like to know when Ebay goes through a hard verification based on public records. I had one before when my daughter account was suddenly shut down and I called in to release it. At that time, the account owner was named after my biz, not my name etc. My main account got never hard-verified and only soft verification on each time to contact the customer service, since it was opened.

Anybody here who went through hard verification under any other circumstances except for releasing a locked account?
