I have web seller guru account which I used to list my products onto ebay. Now my paypal has been limited but my ebay wasnt affected but im not using it anymore.

I now want to link my web seller guru with a totally new ebay account , will this be a problem and cause linking ?

Yes, most likely. It's good practice to not recycle anything from old accounts.
