About "Getting Started Selling "

They updated the page "Getting Started selling on eBay" which I always use to creat new ebay account without listing an item first so now I must list an item first to view my selling limit

Does anyone have the old link to fill your seller account information and get verify with SMS ?

The purpose is

I dont want to waste time to creat a Paypal account before I know how much limit I can get with this ebay account
