Would if I could! This order was from back in early July! This would make A LOT more sense if the buyer had purchased something expensive, instead they bought something cheap. Why even bother buying something with someone's account for such a small amount. Total scam. Too insignificant to matter but still, REALLY ebay? **** you, then!

Happened to me a few times. I think it could be bought email logins that had ebay attached to it. They probably just wanted to build up some feedback before they sell that phoney iPhone for $$$.
Owner eventually wakes up after not using eBay for 4 months. and phones eBay to investigate.

That is just ridiculous if they also then expect the OP to refund the purchase.
The message says that but they do actually refund them. I get this message all the time (I sell high dollar items so lots of fraud) and have called to make sure I get FVF credited but it actually shows up on its own without calling.
Also, this message is irrelevant if you followed PP protection policy. Again, I get this 2-3 times a month and it never comes out of my pocket.
