Free combined shipping?

Been selling on EB for 10+ years but never have offered combined shipping. I'm having a problem getting it to stick. I setup a rule for free shipping, but it is still charging a buyer a shipping charge per item.

Anyone here offer free combined shipping(meaning pay one shipping fee, the rest of the items ship free) that can help out?
