If I wanted to create my own account to start off, vs buying one, can IP burger be used on multiple accounts if purchased?

IPBurger dedicated IPs are meant for only 1 eBay/PayPal account. You can add on more IPs of course and if you ever need to change your Dedicated IP, you can do that as well.

Fresh Dedicated VPN are IPs that have not been used before by other customers.

Dedicated VPN are IPs that have previously been assigned to another customer BUT there is a 60 day cool down time. These are still good for eBay/PayPal but most prefer fresh.
