How do I check the limitations for a new eBay account?

So I had a friend create an eBay account, how do I know what the account's limitations are before listing an item?

Has the account been phone verified?

If so scroll over "my Ebay" at the top, go down to selling and click it. Limits will be shown at the top of that page.

If nothing there, it is likely you have not gone through phone verification yet. In that case attempt to list an item, which will prompt phone verification prior to listing

If it's not there, then click on "switch to classic site" or words to that effect
