Does this mean you must have money your debit card? On Nov. 7, Instant Transfers will cost 1% of the amount you transfer, with a maximum fee of $10.00. Use your eligible debit card for Instant Transfers. Transfer times vary by bank and may take up to 30 minutes.

Wait, I thought that this is only for international transactions?

This has already been implemented on the two accounts I have eligible debit cards linked to.. No, you don't have to have money on the card you're transferring to, it's automatically deducted from the amount being transferred.. and that's only for instant transfers, you can still just have a bank acct linked if you're withdrawing that way

All they did was change the fee structure for debit card withdrawals on USA accounts because they were losing money on larger transfers. It used to be $.25 per withdrawal and now it's been changed to 1% of the withdrawal amount with a max of $10. Naturally they are going to deduct the fee from the amount you're withdrawing since it would cost Paypal more in processing fees for them to 1) push the transfer to your debit card and then 2) process a separate transaction for the fee amount.

I recently got this info in a notification on paypal.

I am already sending money to my debit card for.25 charge per transaction

All it means is if you have a debit card on file that you use to withdraw funds to it will now be more expensive to do so.
No impact on bank withdrawals or anything else.
