This is why you should get the stealth guide to help you prevent the initial selling restriction. It's called "MC999" which usually results in zero (0/0) selling limits right out the gate.
This means that eBay doesn't have confidence in the account and wants you to call in to lift the limit.
I assume you created this new account yourself, right? Was it your first time doing so? If that's the case, there are lots of things you need to know other than simply starting a new account and selling on it straight away. That usually won't work without knowing a few things first. All of that is in the stealth guide, which is why everyone on this forum recommends it. Think of it as the "foundation" for your house; It's the fundamentals of how stealth accounts work.
BTW, the "increase selling limits" from 0/0 does not mean you account is dead. You will just need to call eBay and they will ask you some questions to confirm the personal details and a bit about what you plan to sell. For most it's a simple restriction to overcome, but unless you followed the info in the Steath Guide to create this new account, it might not work.
New people make mistakes when creating new accounts, and we don't want you to be one of them.
