Is the Stealth book still useful?

I'm new to the forum and I see the book was published about 10 years ago. Within 10 years, there have been lots of changes. I wonder if the book is still up-to-date as it's harder and harder to get a new account on eBay and Paypal nowadays

You get access to threads in the forum that you otherwise would not be able to see. Usually where all the really great info, tips ands things can be found..
