I know there is the account selling limit and the category limit but I don't think eBay watch big accs like a hawk, its not that there is someone there who constantly check the accounts but its more like that if you sell high risk items than you get on the watchlist.

Well, If you list 100k+ items at the same moment than you deserve to be on the watchlist. There are bots who watch accounts but it doesn't matter what limit you have on you account

Well, if you list even first new branded item you are on watchlist.
They aren't worth very much because there's a very limited market for such accounts. I have one with a $10b (usd) limit but it uses a merchant account instead of PP so it's nearly worthless.
Im not talking about merchant accounts. If, for example, someone has the choice to buy between an 1k account and 1b account why would he chose the 1k instead of the 1b
You would be daft to list much more than a few hundred. By the time you can list larger number of item the limits the 1k account would have increased many times over.
People would choose a lower limit account because realistically you'll never sell over a billion items in a month, and sellers would want to charge too much for those kind of limits.
If you want history and feedback its obvious that there is a PayPal account linked instead i am talking about new fresh accounts so you can link whatever PayPal you want and start selling.
