The account sellers here do, but they consider it a trade secret and won't tell anybody how it's done. It's how those guys make a living, so it's understandable.

yea They will increase your limits as needed, many times automatically if you are doing well.. its not even really worth the extra $ to buy an account with very high limits as you cant sell that amount for a long time.. 25k/mo limit? I wouldnt even attempt that amount within the first year on any account stealth or not.
if you come out and sell 25k a mo within the first few months its almost guaranteed suspension.

Don't play too much into higher selling limits- they are largely meaningless. A 5/500 account is just as strong as one with 1000/25000 limits in my experience.
Sales history and age play a far greater factor.
Your time should be spent building more than one account and spreading your sales across them.

Well, i think the "secrets" mainly depends on the country..
A schufa verified german account, which should equal a US SSN and VBA verified account, gets 500 listings right from the start, but there seems to be no lower or higher anymore, at least with schufa this is the least i get whatever i try to **** it up
