American vs support in Philippines
 
Is it me or customer service reps who speak english are less strict and bit clueless then ones in Phillipnies (or other countries) who are hard to understand but seem to go by the book.

In general, yes, it's true that the Filipinos are a bit more by the book and procedural driven than their American counterparts.

Keep in mind that the reps you speak to in the Philippines are NOT PayPal employees. They work for a third party contractor such as Teleperformance, Accenture, Convergys, etc. This means they have a set procedure for nearly everything they do, and it's a lot more strict than what would be typically encountered in the USA.

High turnover rate at those third party contractor sites as well

I spend a great deal of my time in the Philippines and fairly familiar with the culture there.

The pay in these call centers in not that great, even in Manila. Typically Filipinos earn less than Php25K pesos per month (less than $500 USD). In provincial areas, or Cebu it's considerably less. In short, it sucks to work there, as the workload is often demanding and the workers are not treated as well.

Don't blame the Filipinos for not being flexible as you might expect. They are simply doing their job, as outlined by their contractor instructions which are often quite strict. They can be fired for a simple mistake.

One last thing: PayPal has plans to expand their PH presence further over the next two years. Read this article from the Philippine Inquirer:

I never had any problems talking to my fellow Filipino reps tho. Tho I agree with what nicko posted, they're just following what is instructed to them. Most of them are taking a little mile to help you, if you just ask them nicely. Mabuhay!

I offered a bribe to one of them

Lol there was about £500 stuck in my PayPal as they not releasing after 180 days, so I said to her keep £200 and give me £300 lol

She laughed it off but account is still suspended :( lol

$500 US yankee dollars is nothing to sneer at ,in countries like India and PH.
PH women go to Hong Kong as house maids,they get a lot less,long hours,abuses .
