If they do come back after that number of transactions either there is something up with the account (maybe lots of cases or refunds) or they will only come back for a short period.

I had this before for couple of transactions overnight. But once I checked them up in the morning, other transactions went through without any holds so it never concerned me.
Not sure if that relates to it, but since i paid the bill ( today ) it wouldn't come up on the dashboard as well. Contacted support, been told its just a financial/billing department issues.
sometimes,it is not you but the buyer if he is using bank transfer, foreign buyer or buyer who has a past history of 'troubles'.
eg.bank transfer results in NSF,foreign bank or card may take longer to collect,or a history of filing disputes.
or new account

This is one of those reasons of holds.
A lot of cases eBay/PayPal holds the payments as there's an unauthorized transaction going on the buyer's side.
