Starting from scratch is never a guarantee anyway, ebay is totally unpredictable and can get MC011 at any time and any point.
Ive seen it happened to so many accounts almost all of them new created ones.
Starting new is not always the way foward, starting on a aged account like op is doing is far better than starting new.
OP, just remember to build up cookies.
Watch items, bid on things you will never win.
Ask questions, save sellers, write reviews , search for random things.
If you do this for about a week or so, you will be solid.
This is so ebay dont think your ebay account is compromised or anything if your adding it to a new device.
If you do need to make a new account, still do as the above.
If you planning to make an account for fast sales, then kill it, its fine.
Example, today ive created 3 ebay accounts.
2 of them ive made for long term and im doing what ive said above
The other i created just to sell 500 items fast and cheap, so im not bothered what happens to that account now.
my digital items all sold.
So the point being, if your able to get an old account just clean it up first.
Has it got any old banned paypal account linked?
my ebay > account > check to see whats linked... also, whats linked for reimbursement?
Make sure its VCC or some other non linkable card/bank.
If your going to be taking payments into a new PP account, make sure its verified and just a heads up, ebay will more than likely hold funds for 21 days or until you provide tracking (7 days )
Also the paypal will NEVER EVER be in danger of getting suspended/banned/linked. The ebay account will be the one that gets hit.
