Buying a second stealth account | Safety Concerns

Hello,
I am planning to buy my second stealth eBay & PayPal account, I have only one pc, can I create another user account and use it for my new stealth accounts? Or is it best to have a different device altogether?
I use VPN and I plan to do the same with the new accounts.- I will use 2 different VPN.
What would be the security concerns with this setup and any advice on how to setup these new stealth accounts. ( I am tech savvy so please go in detail).
