Yes you can use the same phone to tether to make as many accounts as you want just make sure to log your ips so you don’t use the same ip on multiple accounts I make tons of accounts using my phone for ips safest way ebay and Paypal love mobile ips

it seems like google voice or maybe your reusing ips from old banned accounts that's all i can think of but i haven't had any issues lately so its something in your setup.

O2 has great range of IPs whenever you go to airplane mode and then back you will receive fresh new IP
