What exactly are the “managed payments”? Means that every single eBay account is going to have to be registered with a social security number or something?

"Managed Payments" refers to eBay's own unified system for seller payments- a replacement for PayPal. It's backed by Adyen, a large merchant payment processor.

PayPal will continue to be an option for buyers, but all sellers will be forced to transition to Managed Payments no later than 2023 or so.
