It has also happened to me, and i've seen others too with this problem. I have even changed the email adress of paypal several times and tried it but the same result. The email adress is not linked to a paypal account..
i had this on 2 different accounts so i just unticked immediate payment option and it listed fine. Then after about a week i was able to tick immediate payment again without this error.

Reading old posts from a few years ago on these forums, 0/0 selling limits were common on Ebay accounts made leading up to the Holiday shopping season. No account seems to get these anymore. Perhaps this is just this years "don't trust you or your account for selling " so go away approach just like 0/0 limits used to do. I've been able to link accounts as of late, so the problem seems targeted to certain selling accounts in certain countries. Anybody who thinks that this is a "glitch " that Ebay and/or PayPal is having is drinking the grape koolaid.
