Which should I try first when creating Paypal ? New CC or new Virtual Phone number ? So if one does work I don't end up wasting both virtual number as well as the mastercard. This is when I am about to try new cards/virtual numbers

Can't open a PayPal account without phone number, so that's first. Can't use virtual phone numbers for PayPal creation, so you won't be wasting a CC as PayPal account will mostly be limited with your virtual phone number.
Start with REAL phone number, then add CC for best results.

Created a usa paypal with consistent usa info of a ⊗⊗⊗⊗ usa person within 50 mile radius of virgin private proxy ip, now I have no limit on Paypal, is it normal ? also I used virtual phone number and vcc though I am not sure the point of vcc at this point since there was no limit in the first place.
