While its not directly the sellers fault it is down to the seller to offer a refund or a replacement and then see to claim the cost back from the courier

Good suggestion,you cant get it from Russian customs,but you can get it from the carrier,just dont tell them it is the customs which did the damage.
Who is the carrier?
There was a time neither Fed Exp or UPS will accept packages,just documents to Russia and US insurance company would only insure a shipment in transit,once it landed in Russia,insurance coverage ceases.
Is it DHL?

and i managed to get some new information. i was in my post office and tried to get on what happened. so the post office employees inspected my parcel with me and noticed that the parcel was sent as a gift with very low item value

the seller did a custom fraud and my country customs officer noticed it. i did not ask to do a customs fraud

anyways im trying to work with the seller and i will inform how we ended

What you mean etailor?
you can get it from whoever has not been the seller
but of course if you want sell online on a platform must stay at their rules good or bad

If the carrier or customs damages it then the seller needs to deal with it and refund the buyer either partially or in full if they insist upon return.

This is why so many sellers fail, if anything goes wrong they simply try to absolve themselves of any responsibility or blame. Fortunately ebay policy keep these poor seller on their toes.

It is very easy to follow the eBy policy just do copy and paste and everything will be right

heres the end of the story
the seller (big shop on ebay) decided to refund me in full with no return because he admitted it was his employee's fault

Someone once said shipping to Russia and throwing it into the trash can gets the same results!
The seller underdeclared the item,he is trying to help you avoid customs duty and possible theft.
USPS priority has $200 insurance included,no private online insurer I know will insure any shipment to Russia

Alright they declared less but also the duty custom has got heavy hands
