im ebay seller from japan and i mainly sell electronics. i sold iphone 11 last month to a customer from israel. no questions asked he paid and i shipped item immediately
so few days passed and when the item arrived to israel customs he started to blackmail me that he wants a partial refund because hes not going to pay customs fees
i told him that paying for taxes is buyer responsibility and my listing clearly says that. and also ebay rules states the same!
so he went silence for a week. but few days ago he opened and escalated paypal claim for item not receiving case!! even when estimated delivery date is not even coming!! the estimated delivery date was feb 20-feb 28 and he paid for item on jan 24
paypal asked me for proof of postage so i did send it but now the problem is
paypal is asking me to provide a proof of delivery!! how am i supposed to do it when the tracking cleary says the item is being hold by israel customs and waiting for taxes to be paid! also how did he open item not received case when estimated delivery date did not pass??
i called paypal dozen times but they dont listen all they can answer is "provide a proof of delivery" this is just a joke! i dont believe this is even possible
im okay to refund but only when tracking will show that item was refused and is being sent to the sender (to me)
otherwise if i will refund him before the item is refused he can go and pay for customs fees and get my item almost for free!? unbelievable!!
i have two questions for israel citizens:
1) what are custom limits in israel? item value was 1100 usd. how much do u need to pay to do customs clearance?
2) how many days item will be hold by customs until it will be rejected because fees were not paid?
also any advice is much appreciate! i dont know what to do. this is just unfair! |

he has open a case of item not received,so go to your Paypal account and upload tracking. |

Yes,once he wins the case,he will run to the post office and pay customs .

-second,if you lose,you can appeal and point out it is in customs and he would not go and pay customs fee,and send them the email he gave you asking you to pay.
Most disputes are first handled by robots,not sure how robot handles cases when item is in customs,but if you lose and appeal,a human being will look into it,he wil read your reason and his email

By now the bot should be programmed to decide what to do if the tracking shows it is in customs or local post office waiting for buyer to show up with payment.
I know Ebay policy is if buyer does not pick up his shipment at local post office,he loses! |

You might have to try a few times. They will escalate the case to a team above the paypal rep and they will most likely close it in the buyers favor because the tracking doesn't show it as delivered. But you must convince the rep it is the buyers resposibility to collect the items from customs and it is out of your power. They will manually over ride the bots. |
