Ebay and Paypal Wont Let me use money or bank account to pay

HI can someone help

I added my bank account and verified the 2 small transactions and then the next day the bank was removed from my account

I created a new account and added that one currently waiting for the 2 small transactions as well...

meanwhile, I am trying to pay for shipping labels and my ebay fees and it will not let me use my paypal balance nor my bank account to pay. Only the credit card on file which is my VCC. I have 100 in seller fees I need 50 for shipping labels any idea why I cant use my paypal balance to pay
