Paypal error in ebay !!!

I want to add paypal as payment method but it gives an error like this , why does it give error ?

“ We’re sorry . We weren’t able to set up pre-approved payments at this time. Please try again later . “

I added paypal to my ebay account yesterday and I added paypal as payment method . But when I wanted to list products today , ebay asked me to make a seller account again.
