Using a stealth ebay with matching stealth PP

Trying to buy items on ebay using the matching pp account

I've seen this multiple times, on multiple stealths, wondering what would be causing it.

There are several other threads discussing this topic and possible causes.
How old is the ebay account and stealth account? that's almost always a factor. Also, what form of payment are you using? That can also be a factor.
