50 mile rule... real?

Good evening everyone. I am getting ready to purchase my first stealth ebay account with UK paypal. I am curious though. I have heard that your dedicated IP address needs to be within 50 miles of the address that was used to register the ebay and paypal account. Is this true?

It can help but isn't necessary, if it is possible then you should do it, if not then don't worry too much about it
