Can anyone give of definition of "a lot," which would trigger eBay to ask for this information?

Well for paypal its crossing the $20k annual limit. That's the definition by IRS regulations. This amount can be projected based on your monthly sales meaning anything over $1500 per month could trigger a paypal request for an EIN.
I don't see it being any different for ebay.
