Transform old account into stealth

Hi,
I know some people buy olds accounts, Why ?
I suppose it's for higher limits and history (ebay think you are the legit owner)
What did they do after that ?
They use a VPN, change the paypal with a new one and change all the infos on Ebay ???
If the account sell a lot, the first owner will not have problems ??

If i have an old account (mine), can i transform it into a stealth account and become anonymous ?? if i use new ip new phone, multilogin new paypal ect of course

You can attempt to transform but it never really becomes stealth - you have to figure that all old info is already captured and kept in the system (it's really easy for eb and pp to keep all the info).

Transforming registered info is a huge security flag tripper potentially
