Basically the buyer received the item and then say “different item” but files it as not received. i am top rated seller with 100% feedback. Didn’t have a problem for at least 4 years

You can't sell electronics worth over $200 or so anymore on eBay. For scammers it is like free money. Anybody with a few credit cards can move to Paraguay or Venezuela, open a box in Doral, FL and get free iPhones all day long. Like taking candy from a baby.

With these freight forwarder buyers check their "feedback left for others". If they like to leave negative feedback send them an empty box. Items shipped to another address after delivery are not covered by eBay moneyback guarantee. Maybe the people at the freight forwarder kept it.

Who files it as not received? If it is the buyer saying not received then if you have tracking then you should be fine?

exactly. Something is missing here. ESPECIALLY if it says it was delivered to the freight forwarder, as it will show delivered. 99.99% of the time.

Many of these freight forwarders use a special zip code. For example 33195. This is a special zip code for sorting that is assigned to 7801 NW 37th St, Miami FL. But there is no geographic zip code 33195 so when the post office scans the package it will say DELIVERED 33166. If you google 7801 NW 37th St, Miami FL google results will show 33166.

If buyer opens an item not received with eBay or paypal, the buyer will win the case because it shows as delivered to the wrong zip code (33166 vs 33195). If you call and get a USA agent they will immediately google the address and see the error but a Filipino chatbot won't understand what you are talking about.

I suspect a scammer can order things on ebay and "accidentally" put the wrong zip code like 90210 vs 90120. USPS will correct the address and deliver the package but the tracking will show a different delivery zip code then what scammer put in the order and scammer would win an "item not received" case. No way to contact USA support = no way to win these cases.

Really need to be careful until there is more than human chatbot support from Paypal/eBay again.
