A buyer purchased a unbranded product from me and damaged one part, he open a return request first, before I provided him a return label, he file a claim on ebay. Then below is the ebay's information,

If you issue a refund now, the case will be closed, and you won't be held at fault.
We need written confirmation from the manufacturer or law enforcement to confirm if the item is authentic or not.

But ebay did not provide anywhere to upload any evidence. In this case, what should I do? Should I just refund the buyer to close the case? If I do not refund the buyer and can not provide the confirmation from manufacture, because there is nowhere to provide the document, what result will I get?

There's very little information in your post to conclude.
Is it an item that you can afford to forgo? If this is the case, perhaps you can refund the buyer.

Is there a significant amount of money involved, and do you have any proof that can substantiate your claim of authenticity? If yes, just contact eBay via chat. They'd supply you with an email address to send in your evidence.

Another thing you can quickly do is contact the buyer, provide the label and coax him to begin the return as soon as possible. Tell him you're trying to process his refund quickly so you'd need the item sent back to you.

Perhaps if you can get him to act fast, the case may be closed once the refund is confirmed and you may no longer be required to supply anything.

Some niches attract trouble, but even the best of items can still attract naughty buyers.
