In most cases,Ebay does not claw back the money for you the seller,case closed.
There is a case of a seller who sold a piece of commercial kitchen equipment delivered by truck,there were delays and the buyer filed INR and got his money back,a few thousand dollars.
Then the following Monday,it arrived in his restaurant and he has it installed and started using it to run his business.
Ebay would not do anything,it is up to the seller to go after the buyer.
But one thing we found out is that Ebay has a rule,if tracking shows progress since buyer filed INR,IT WILL extend the delivery deadline,and in this case,there was no progress.
Seller is a dropshipper,she took pictures and listed them on Ebay,if she has called the trucking co on Monday or even weekend after she lost the case t o stop delivery,all she would lose is the delivery fee!
If I were you,I would try to locate that engine,get it back and relist

out for delivery does not mean delivered
but welcome to ebay world where u as a buyer can force ebay employee on the phone to issue a refund out of the seller pocket

The buyer produced a paper receipt which shows delivered and signed for,but the delivery company is the not the same as the one buyer claimed to use,so it sounds like the original carrier has a local company delivered the so called last mile,
time is better spent for OP to find out where the engine is and get it back and relist.

This is interesting. if i were you i'd call and call or email the company (currier) and try to get the thing back no matter what. i'd search on line, or call the local chamber or commerce to ask about that company. get the facts together, as much as evidence as you get. if you can have ebay to call you -because you can't call- then try to get a manager. when you search for help on ebay try several key words and at the very bottom of the page if you see 'receive a call from ebay' then good. go to your sales receipt and copy every information of this buyer. call them directly and tell them hell will freeze over if he doesn't pay you or return the item. tell them just because he's aways doesn't mean you can do something about it. the point is, get the scammer scared as much as you can. meanwhile try to get ebay to appeal the decision. if he's going to play dirty then get a tracking to show you delivered again, that's depending on what ebay says. fight and fight until you get something back. and yes, ebay sides buyers but you can always find a way around to it. nothing is perfect under the sky

Apparently now they want a headed letter from the courier stating it was not delivered. (Proof of non delivery) only the courier has already said they won’t deal with me as I’m not the customer. !!!

you probably need all the company info and get someone to make you a letter. and tell him what goes around comes around

You will need to get creative and create a PDF docs of non delivery/potential loss.

there are people who can supply this service for you.
