I need some help regarding stealth accounts

I have a few questions:
1)Can I open an ebay account to dropship to USA from Europe?
If I can do I just put in my addres or do I need an USA address?
2)Is 911 proxy good for stealth?How do I use it since proxies last 24 hours from first use.
3)If 911 is not good what should I purchase from IPBurger, residental or Dedicated Proxy? Dedicated seems a lot better but I've seen peole saying otherwise.Also same thing, how should I use them if I buy residental?
4)Do I need a SSN or anything like it that I obviously can't get?

Other than this, all info would be of great help since I am new.

911 works 100% definitely fine, and much cheaper option.
But you need to filter out their good IPs from bad.

Use these online tools to check the Quality of your IPs:

https://2ip.io/privacy/ (results must be ZERO PERCENT)

Looks like 911 not accepting paypal as a payment method. Any other known alternatives for residential proxies that accept Paypal as payment method ?
