As well what i figured out for UK/ES/NL numbers never use smspva they reusing their numbers i believe (their partners). I made so many tests and eventually figured out their partners numbers in many cases are abused.

next things they have machine learning.. they detect behavior ... if you create accounts behave different if you list the first item. And yes you DONT NEED TO AGE COOKIES. thats non sense .. it means u bypass their checker but their checker will get updated day by day.
In ebay security department they create daily new machine learning bots.. they restricted on time. if you bypass their first check their second u save for now but their already working on the 3rd check.

Think like this eBay has millions of data points. They calculate behavior from the swarm intelligence and implement it into their machine learning program. Amazon Turk or google tensor flow .. there some other programs they public available as open source. And there will be more and more APIs from public records all over the world. That will be a mayor verification thing. Google maps for example and so on..
