So my dumb self started a stealth account using NordVPN, which I have now learnt isn't such a good idea. Everything seems to be going smoothly, I even got past PayPal's ID check with creative documents, so is it possible to move over to tethering so the IP is residential?

Just needed to make sure it was worth trying to continue with that account. Feeling proud of myself that I beat PayPal's ID check (which I presume was because the VPN triggered it).
Do not tether your mobile phone it still shows your routers IP address, use the mobile phone as a hot spot, that is very successful.
I am experimenting with my own VPN using raspberry pi 4 and having 2 networks in the home one as usual from the WiFi of my cable provider and one behind my VPN server so that all the WiFi for the home is protected private and secure. This type of VPN is very hard to detect as I am hosting it so it does not have the usual signature of NordVPN etc and PayPal and eBay will not detect it as a VPN

Sorry, that's what I meant, mobile hotspot. NordVPN shows up as a hosting/data center, which trips many alarms on many sites, so it's not a mystery why I triggered PayPal's ID verification.
Since I got past that, hoping I can continue smoothly after moving over to my own hotspot.
Moving to a hotspot will not trigger any concerns with PayPal there are millions in your country using iPads with mobile connections so it will not be suspicious.
