Default Dynamic IP, Blacklist, etc.

Hi friends! I have some questions, I thank whoever can answer them.

I have a dynamic IP, which means that I turn off the modem for a few minutes and I get a new IP. Is there any way to change the IP without turning off the modem? I have seen on the internet ipconfig/release/renew but it does not work.

The second question, is that I check the IP on the sites whoer.com and whatleaks.com, while the first one does not show the IP blacklisted, the second one shows blacklisted: "Unsolicited bulk/commercial email senders".

Most of the IPs show this and it is difficult to get an IP that shows in this site totally "Clean", yesterday I tried and spent the whole day restarting the modem until I got a clean IP.

Is this really important? I don't know anything about computers and I don't understand what it means that most of the IPs you provide me with are on this blacklist.

Having a different way to change the IP would depend on the modem itself - in your case it sounds like the answer is no since you already tried to do so. Try to google the specific model and see if you can find an answer to that issue.
And yes id say it is important.
Maybe change ISPs? Perhaps a different provider with a different pool of IPs would work better.

If you can't atually change IP , see if you can get an IP for your country from IPBurger

You will need to get to know about computers and what eb tracks/links you with - this forum is good for that

I have tried tethering with two different phone operators and they are worse, they appear in many more blacklists, that's why I was wondering how important it is because if Ebay suspends for that reason it would be suspending a large group of people, for example in my country, where most of them use this internet provider. I don't know if this happens only in my country or there are other countries where the IPs that your service provider gives are on the blacklist of this page?
