Creating a new account instead of a substandard account

For this, I want to open a new account on the same ip. Is this possible? Can I open an account if I use the same paypal and this account remains open or if I close the account? Open a new account, using the same IP shouldn't cause a problem, I personally would not reuse the PP account, and don't **** it up this time.

thank you. After all, ebay allows to open accounts on the same ip. And I'm not on ebay's blacklist. Should I delete the account? Or do I open a new account without deleting it? and should I unlink my paypal account.
