Live chat/Phone support is missing on ebay?

I noticed for the past week or so, I'm unable to phone the Phone support option under the "Contact Us" section in their help page. I need to call them on the phone, regarding a suspended account. But the only option listed is "chat support", and when I try to speak to a live agent, it says "Sorry [name], live support's currently unavailable.".

What's going on?
