If they're denying you when you request then all you can do is sell to your limit each month, be a good seller, and hope your limits raise naturally. I've always just let selling limits raise on their own and it's easy to get high limits that way within the first 6 months.
If they've repeatedly denied you selling limit increases then there must be some issue with your account making eBay think you can't handle increased volume. Are you selling something shady? Shipping slow? Not responding to cases? Or what?
