1. Always maintain some kind of selling activity or your account will appear to be a new one regardless of 90 days passed.

2. Can't say it will ever be 100% safe to sell high risk items

I'd list the first item on day 40 - 45.
Anything above or below seems high risk to them.
eBay have always been the panic like that
