If you ship to a nonconfirmed address--meaning shipping to an address different than what is registered--you forego any seller protection plan. This is not always a bad thing, but the chances go up considerably--especially with Paypal. Of course, when you factor in that Paypal's protection plan is iffy to begin with and add up some other factors--the feedback of your buyer, the level of communication, whether they're nice or rude, and any suspicious behavior--you can usually gauge whether or not it's worth risking. Keep in mind the buyer could easily be a PSU and won't jump at the chance to do immediate payment or anything else that might link them. That goes for confirmed/nonconfirmed addresses too.
In short, you have to weigh out everything on a case/case basis. Painting it all black and white can result in lost sales and opportunities.
