I’ve just checked ips I get from my data on my phone it changes everytime you turn airplane mode on/off all ips on scamanalytics.com are all low risk.
Only concern I have with using mobile hotspot if it uses an ip which has already been suspended on eBay it looks like all ips do change and your guaranteed to be in the U.K. as well

The Residential IP itself will be fine... it's the host that matters more and fact is it's consistent so you're good
At times, it can seem to be but when you boil it down, aim to look like a "real" user in spite of being stealth....that's the approach
I understand that but then I'm told it's fine to change ip location every 10 minutes as long as ISP and country is always the same but that's nothing like a normal user yet according to IP Burger is perfectly ok and is the only method they offer.
Seems bizarre to me but who am I to argue with the experts.
I think stealth is complicated rather than us making it such. So many secret rules to follow.
it's not that complicated... it's just people making it difficult and wanting to do their own ways, using this and that, cutting corners, don't want to invest a small amount of $ wanting instant gratification, etc that makes it sound hard.
It's annoying, so I just share what I know works then they can either take it or leave it. At the end of the day, it's their income they are messing with, not mine.

I am managing all my accounts using IPBurger. It's best to not create problems where it does not exist. Otherwise you'll think of hundreds of assumptions which can't be tested in reality
