Revolut technically is a bank. They have a UK banking license. That being said I have not tried them myself, others in the form have stated that it works.

I mean not the juridical form of the financial institution, but the bank account itself. Paypal can send both to bank accounts and Visa cards, while ebay can send ONLY to bank accounts.

For my country I cannot register Revolut, I have to find ways to get my hands on a Revolut account.

I was referring to revolut bank account mate. Sorry for not clarifying it

Revolut is a bank now. They offer real bank accounts in Latvia I think, or maybe Lithuania, I am not sure.

Payoneer VCC does not seems to work with eBay I've tried

There is no such thing as payoneer VCC. They issue physical debit cards only. And with a limit of 3-5 per account
