I want to buy an US eBay account but I'm from another country. How to withdraw money?

I want to buy an eBay account, but on the forum all accounts are only from the US and UK, and I'm from another country...
Can I use Paypal or Payoneer registered in my country with these eBay accounts?
What is the best way to withdraw money from these accounts?

If I buy a US account, I need to add a US bank account to withdraw money from sales but I don't have one. Can I add paypal or bank account from payoneer. Is it also possible to simply change the country of the account?

Oh I assumed he had a bank account set up already and he wanted to find a way to withdraw money from the bank after receiving payouts from eBay.

bank account choice is limited on ebay , presumably not to allow non residents to withdraw funds so you will have to open a local ebay account
