I recommend you contact the sellers you are most interested in and talk to them about this. They can better answer your questions.

And DO NOT respond to any DM you get from random people offering you an account, those are scams

bank account choice is limited on ebay , presumably not to allow non residents to withdraw funds so you will have to open a local ebay account
