are you asking about a local seller in your country or overseas?
if it is an overseas package,when you refuse the package,the seller could have indicated
how package should be disposed -,abandon it,return to sender?
If return to sender,it could take month(s) and you wont get your money back until tracking shows returned.
The fact that you refuse the package ,ebay may not grant you a refund,unless the seller decides to do so.
ALSO some post office may charge a fee for returning item back to the seller and WHO IS GOING TO PAY THAT?
