Please reply to my post above. How did you manage to bypass it?

Re: call ebay requirement (new account)

For those interested, I created a stealth about two weeks ago. When I logged in(from the same IP, I did get a message asking for verification and to call). I called ebay and they unlocked everything. This is a business account in the US with MP, and I have a 2MIl limit, I am sure they will curtail it in a bit? So far on the 10th item selling and all is well. Really have a feeling at least in the US, they are doing some kind of credit check and posting limits cautiously or accordingly.

Update: I was able to log in and didn't have to call. Ebay of course asked me to verify details (phone number and address) when clicked "my ebay" and things like that. I entered address and a brand new phone number. real phone (not voip or app).

If you start a new account listing as a low amount auction say $0.99 it is seen by the bots to be exceptable and non threatening to them.
I recommend all new personal seller accounts to start like that and the first few listing sales will go through easily and build up a selling record.
You can charge shipping which I also recommend, and you may lose money on these first sales, it’s the cost of building a new account up with a lesser threat of suspension.
I also recommend that you offer buyer pickup as it shows that your address is real, even if it’s not. The greater majority of the time no buyer will ask to pick up, this can be including in the first few listings and left off afterwards.

when you say "address is real" you mean an address that exist in the postal database or real as in an address you have access to or both?
