The provider matters.
If you're using IPBurger then there's no problem on rotating IP.
This is what I use for all my ebay and amazon since IPBurger is released.
Do not use a V P N, if you are in the USA use your cell phone to hotspot to your PC, it’s cheaper and you can refresh your IP address easily any time you want to.

Its totally fine so long as you make sure you keep all the cookies in place for the account on the browser and make sure your using a good IP provider
